Funded by UK Government and running from 2021 to 2027, Shule Bora operates at both a national level supporting the government’s education reform programme, and with local government and schools in nine of Tanzania’s regions to improve education. Shule Bora aims to reach four million children, half of whom are girls. Reform and innovation will be trialled and evaluated at local level so that proven best practices can be adopted across all primary schools in Tanzania.

At a national level, Shule Bora provides technical assistance to the government and multi donor Education Programme for Results II (EPforR II). In EPforR II, national performance targets are mutually set by government and donors with disbursement linked to target achievement. This incentivises lasting systemic change such as more equitable distribution of teachers and provision of textbooks.

Our key partners

Ministry of Education, Science and Technology (MOEST) – providing policy guidance and oversight of key programme outcome areas.

President’s Office, Regional Administration and Local Government (PO-RALG) – overseeing implementation in regions and Local Government Authorities (LGAs).

Tanzania Institute of Education (TIE) – developing teaching and learning materials and providing high quality continuing professional development for teachers.

Agency for the Development of Educational Management (ADEM) – improving the management of education in Tanzania

Cambridge Education is the technical assistance delivery partner for Shule Bora. The programme is implemented with core partners Action on Disability and Development (ADD), Plan International, and the International Rescue Committee (IRC), and a number of associate partners.

Shule Bora is focused on four outcomes:

  1. Learning: All children are learning in school.
  2. Teaching: UK aid supports the strengthening of Tanzania’s teaching workforce.
  3. Inclusion: All children are in schools that are safe, provide an environment
    conducive to learning and that this enables children to complete primary
    education and progress to secondary education.
  4. Systems building: UK aid supports government in strengthening the value for
    money of education provision at school, local and national level.

To achieve these outcomes. Shule Bora works to deliver five key outputs, each focused on a category of stakeholders critical to delivering Shule Bora outcomes.

Giving teachers the knowledge, support, and motivation to deliver high quality inclusive education to all young learners.

School Management and Safety

Supporting school leaders to ensure schools are well led, providing an inclusive, safe, welcoming experience for pupils.

Local Government Support

Ensuring local government education officials have the information skills and processes to support schools to deliver quality, safe and inclusive learning.

National Support / EPforR II

Providing technical assistance and guidance to national education officials to incentivise and improve education system strengthening, including planning, the use of data, and performance management.
